North Waltham Neighbourhood Plan

In 2015 North Waltham Parish Council decided to begin the process of developing a Neighbourhood Plan for the village. To initiate the process the Parish Council applied to Basingstoke and Deane Borough Council to designate the Parish as a neighbourhood area. After a four-week consultation, the North Waltham Neighbourhood Plan Designation Area was approved on the 10th August 2015.

Following the approval of the Neighbourhood Plan Designation Area, the Parish Council asked the community for volunteers to join a working group to put together the Neighbourhood Plan. In December 2015 the working group held its first meeting.

What is Neighbourhood Planning

Neighbourhood Planning is a way for communities to decide the future shape of the places where they live and work. It allows communities to:

  • Allocate land for development including homes, shops and offices.
  • Have a say on what those new buildings should look like and what infrastructure should be provided by establishing planning policies for the development and use of land in the neighbourhood.
  • Grant planning permission for the new buildings they want to see go ahead.

Further details on Neighbourhood Planning can be found at the back of the questionnaire, along with a glossary of some of the terms used.

What are the benefits of Neighbourhood Planning

Neighbourhood planning offers the opportunity for communities to guide development within their area. Unlike the village plan that the has previously been drawn up, a neighbourhood plan will be part of the statutory development plan for the area, meaning that the borough council and planning inspectors will need to take the plan into consideration when making planning decisions.

Neighbourhood planning provides the opportunity for communities to set out a positive vision for how they want their community to develop over the next ten, fifteen, twenty years in ways that meet identified local needs and make sense for local people. They can put in place planning policies that will help deliver that vision or grant planning permission for the development
